صندوق بقيمة 800 مليار دولار لعلاج الازمة الاقتصادية
بولسون قال إن الخطة ستعتمد قريبا
بدأت معالم خطة الانقاذ التي ستتبناها الحكومة الامريكية لحل الازمة الاقتصادية التي حلت بها، في الاتضاح. وتقترح وزارة الخزانة الامريكية الآن اقامة صندوق نقدي بقيمة ثمانمئة مليار دولار سيتولى شراء نسبة كبيرة من سوق القروض العقارية في الولايات المتحدة.
وقالت صحيفة نيويورك تايمز إن الصندوق سيستخدم فقط لشراء الأصول من المؤسسات الاقتصادية.
ومن المقرر ان يلتقي مسؤولي الكونجرس اليوم السبت بمسؤولي وزارة الخزانة لمناقشة مسودة الخطة.
وكان الرئيس الأمريكي جوج بوش قد اعلن في وقت سابق ان الولايات المتحدت ستتخذ اجراءات غير مسبوقة لمعالجة الأزمة التي تعصف بالأسواق المالية.
ولكن بوش حذر من أن الخطوات التي تتضمن شراء "ديون ميؤوس منها" ستكلف مليارات الدولارات من أموال دافعي الضرائب.
وقال بوش ان الحاجة ماسة لاتخاذ خطوات سريعة للحيلولة دون أن تؤدي أزمة الائتمان الى تعثر الاقتصاد الأمريكي في وقت بدأت فيه تلك الأزمة بالانتشار على امتداد النظام المالي مشكلة تهديدا لفرص العمل ونظام التقاعد والشركات.
وأضاف قائلا:"الولايات المتحدة لا تستطيع احتمال هذه المخاطر، ويجب أن نعمل الآن لحماية العافية الاقتصادية من مخاطر جدية".
وقال وزير الخزانة الأمريكي هنري بولسون ان الخطة المذكورة سيجري اعتمادها قريبا.
وقد اتخذت اجراءات في أنحاء العالم لوضع حد للأزمة المالية التي اجتاحت أسواق العالم، فقد ضخت البنوك المركزية في بلدان مختلفة مليارات الدولارات في الأسواق المالية الخميس والجمعة لتخفيف حدة أزمة السيولة النقدية، وأعلنت الولايات المتحدة اجراءات استثنائية منها حظر عمليات البيع القصير المدى واتخاذ اجراءات لضمان تامين الودائع المؤقتة في الاسواق المالية.
وفي روسيا علقت الأسواق المالية التداولات مرة أخرى الجمعة لتجنب حالة الهلع التي سادت التداولات المالية.
ومن ناحية أخرى بدأ بنك مورجان ستانلي البحث عن شريك وسط قلق على مستقبله.
إجراءات الإنقاذ
وكانت الحكومة الأمريكية قد أعلنت في بداية اليوم عن خطط لضمان صناديق الأسواق المالية الأمريكية، تلك التي تستثمر في الائتمان ذي المخاطر المحدودة والتي تستخدمها الصناديق التقاعدية، وذلك لاعادة الثقة بها.
في هذه الأثناء حظر "البيع قصير المدى" في تعاملات 799 شركة، ويطلق هذا الاسم على عمليات التداول التي تراهن على انخفاض قيمة أسهم شركة معينة.
وقد كانت ردود الفعل على الاعلانات سريعة في الأسواق المالية العالمية، حيث وصل وول ستريت الى نقطة موجبة بينما ختم سوق لندن المالي يومه بأعلى ربح حققه على مدى يوم واحد.
انتقادات
ولكن الاجراءات المعلن عنها تعرضت لانتقادات من قبل المرشح الجمهوري للرئاسة الأمريكية جون ماكين الذي قال للصحفيين:"يجب أن يعود البنك المركزي الى مهامه المتمثلة في التصرف بمسؤولية بأموالنا ومعالجة التضخم".
أما المرشح الديموقراطي باراك أوباما فقد عبر عن دعمه لخطط منح البنك المركزي صلاحيات واسعة للتعامل مع الأزمة.
ويقول بوش ان الخطوات المعلن عنها ستعيد الثقة بالنظام الأمريكي وأضاف " الثقة أساسية لاقتصادنا".
وكانت المخاوف من أن انتشار أزمة الإئتمان عبر النظام المالي قد أدت الى توجيه ضربة للأسهم والشركات مؤخرا، فقد انهار بنك ليمان برذرز هذا الأسبوع واشترى بنك أوف أميريكا منافسه ميريل لينتش بينما ضمنت الحكومة الأمريكية شركة ايه أي جي للتأمين بصفقة انقاذ قيمتها خمس وثمانين مليار دولار كما ضمنت من قبل عملاقي الائتمان فاني ماي وفريدي ماك.

The measures have been taken around the world to put an end to the financial crisis that swept the world markets, the central bank pumped in different countries billions of dollars into financial markets Thursday and Friday to alleviate the liquidity crisis, the United States announced special measures including a ban on short-term sales and take measures to ensure secure Interim deposits in financial markets.
In Russia, financial markets suspended trading again Friday to avoid panic situation that prevailed in financial transactions.
The other hand, Morgan Stanley began the search for a partner amid concern the future.
Rescue procedures
